5. Brain gain? Strengthening capacities for innovation and for facilitating innovation processes
a. How could universities and other training centers be associated to innovation processes and programs? b. Who is best placed to support and facilitate innovation processes? What capacities are needed and does this depend on the type of innovation process? c. How can the capacities of the various actors involved in innovation be strengthened and by whom? d. Can multi-stakeholder innovation processes be steered and, if so, how? How do actors organize their innovation through interaction? What interventions are possible if these processes cannot really be managed? e. How do we develop adaptive capacities to manage innovation process crises: technical (lock-in), economic (economic risks, lack of funds, etc.) and social (social tensions, power grabbing, political blockages)?
